Under the direction of the Chief, Office of Pavement Programming, the Senior Transportation Engineer is responsible for the performance of Headquarters staff work and assisting districts in planning, prioritizing, and programming pavement projects. Provides training, guidance, and support to the Districts in using the pavement management tools (such as PaveM) to measure condition, evaluate effectiveness, and identify pavement project locations. This also includes recommending that best pavement practices and policies are incorporated in all levels of project development; including initial scoping documents, design, and construction. Incumbent will also review, compile, and make recommendations on effectiveness of pavement policies, practices, standards, and guidance to Pavement Managers and staff.

Position located in 2389 Gateway Oaks Dr, Sacramento, Sacramento County.
The incumbent will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.
The incumbent will be required to periodically travel in state as needed to support the Districts/DDLs. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge: A general knowledge of the Department's organizations, basic policies, and procedures is required. In addition, knowledge of pavement policies, pavement management practices and database tools, procedures, standards, and other factors relating to pavements on transportation facilities is necessary. A detailed knowledge of organizational relationships and engineering functions both within and outside Caltrans that pertain to the design, construction, operation, and maintenance of a highway facility is also necessary. Understands the basic principles of physics, chemistry and mathematics as applied to civil engineering; stress analysis; mechanics; strength of materials; properties and uses of engineering construction materials; methods and equipment of engineering construction; and engineering economics.
• Abilities: The incumbent, based on engineering experience, must be able to exercise good judgment on matters relating to pavement engineering, management, maintenance, and programming. The incumbent shall have the computer skills to utilize pavement management software (such as PaveM) to understand and verify the accuracy of the inputs, analyze/interpret the outputs to verify accurate information and make pavement related decisions. The incumbent must have the ability to communicate and train others. The incumbent must have the ability to effectively communicate and coordinate, both orally and in written form, with all levels of management and employees both in Headquarters and in the district. The incumbent must be able to write concise, coherent, and effective memorandums, manuals, and guidelines. The incumbent must be able to demonstrate the ability to recognize deficiencies in pavement policies, standards, and practices and facilitate the resolution of such deficiencies by the responsible engineer or administrator.
• Analytical Requirements: The work and responsibilities assigned to this position require ability in pavement engineering, maintenance, management, and project programming. Incumbent must have an understanding of the relationship of pavements with various functions and attributes of the transportation system such as traffic operations, safety, hydraulic and geometric design, structures, environmental factors, construction, and maintenance. The incumbent must have the ability to assimilate technical and procedural information from various sources, to evaluate that information, to develop alternative courses of action, and to make objective recommendations in all issues relating to pavements.
The incumbent must be able to interact directly and effectively with all levels of management within the Department, as well as other state, local, and federal agencies, industry, interest groups, and the general public.
