Job Description and Duties

The Housing and Community Development Specialist II is responsible for independently conducting high level research, analysis and development of program and policy recommendations for consideration by executives. Research is conducted on the most critical, complex, and varied sensitive issues that impact housing, which may include homelessness, land use and planning, public health, disaster preparedness and recovery, climate change, transportation, and housing for special needs populations based upon personal assignment. The HCD Specialist II will serve as a conduit between the Division and external stakeholders to implement high-priority research initiatives (which may include the California Social Housing Study, California Farmworker Housing Study, Statewide Housing Plan, and/or other projects) and build new strategic research partnerships. Incumbent must possess political sensitivity to exercise judgement on when it is appropriate to engage a sensitive topic.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Special Requirements

Confidentiality

Statement of Qualifications (SOQ)

When applying for this position, a Statement of Qualifications (SOQ) is required to be submitted with your State Employment Application STD Form 678. The SOQ will be used as a pre-interview screening tool and is a scored assignment based on applicants’ ability to follow the instructions.

Instructions: The SOQ must be no more than two (2) pages, 12-point font, numbered and labeled as reflected below. Your SOQ must include the numbered prompts below, followed by your response and include a relevant response to each prompt . Resumes, letters, and other materials will not be considered in the place of the SOQ. Applicants who do not follow the SOQ instructions and/or do not provide relevant responses to the numbered statements listed below will not be considered for this position.

Answer the following as instructed above.?

1. Describe your experience conducting data-driven research related to housing policy. Please provide specific examples that highlight your role, methods, results, and the impacts or policy implications of your work.

2. What housing topics or emerging issues in the field would you prioritize for an ongoing research agenda for the department and why?

3. Provide an example of your experience presenting research findings to organizational leadership. What communications tools and strategies did you use? How did you balance technical detail with high-level takeaways?

HCD Disclosure Requirements

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience analyzing, collecting, and interpreting data related to housing policy.
• Experience reviewing, analyzing, developing, or advocating for state and/or federal housing laws and policies.
• Experience applying mixed methods research, such as surveys, interviews, statistical analysis, and spatial analysis, to inform policy.
• Experience with policy and practice related to affordable housing; public lands; transit-oriented development; rural development; and/or housing for special populations.
• Experience with project management or leading teams and special projects.
• Experience developing and presenting policy recommendations for consideration by organizational leadership.
• Experience disseminating technical information to audiences with varying expertise.
